1. To receive and accept apologies for absence

2. Welcome and Chairman’s Annual Report Axel Palmer welcomed everyone to the 2011 Annual Parish Meeting and explained that this was very much a review of the previous four years as this was the end of this Council’s period of office.

He recognised Edgar Curry and Philip McManus who were former parish councillors and who had sadly died in the last 12 months. We are very grateful to them for their work for the village and our thoughts are with their families.

Special thanks were passed to Liz Garden who has chaired the parish council for 7 out of the last 8 years. Thanks also to Brett Halling-Brown who has carried out the statutory annual internal audit for the last 4 years. Special thanks were passed to all Parish Councillors and the Clerk for their hard work during the past four years.

There will not be an election for parish councillors in Compton Martin as there were 7 nominations for 7 places. The new parish council is as follows:-

·6 Peter Taviner
·7 Simon Wood
Both Andrij Jurkiw and Simon Wood were in attendance.

3. Reports were received from Jane Griffiths – Finance

4. A report from PC Simon Glanfield Simon Glanfield reported that over the last year there have been 83 crimes recorded on his Beat Area, 16 of which related directly to Compton Martin and were for the following reasons:
·1 Theft of motor vehicles – 1
·2 Theft from motor vehicles – 1
·3 Theft – 4
·4 Criminal Damage – 2
·5 Burglary – 1
·6 Fraud – 1
·7 Domestic – 1
·8 VAP – 2
·9 Public Order 1
·10 Firearms – 1
·11 Wildlife - 1
Simon explained that currently there is just himself and one PCSO in the Valley and as a result they are stretched. He urged members of the public to continue to call to advise of any suspicious activity.

The main focus at the moment continues to be metal thefts (including St Michael’s Church) - scrap metal prices are still at an all time high and as a result the thieves are intent on stealing anything which includes, as you may have seen, drain covers. With this in mind if anyone sees anything that seems out of the ordinary like a van with men in, high visibility tabards driving slowly around with maybe a lot of scrap metal with them, please take any information available, i.e. number plates, vehicle model/colour and any description and pass to the Beat team.

Two letters were passed to the Parish Council from Sam and Benjamin apologising for throwing glass onto the main road and for damage to a road mirror.

5. Report from Compton Martin Village Hall Natalka Jurkiw, Chair, Compton Martin Village Hall thanked the Parish Council for their assistance in submitting the planning application for new windows in the Village Hall kitchen on their behalf. She further thanked the village for supporting events during the past year and for contributions to the new kitchen renovations which will commence in July 2011.
Andrew Owst showed plans of the kitchen refurbishment and explained the work in more detail.

The Compton Martin Village Hall and Field Committee AGM is to be held on Thursday 12 May at 7.30 p.m. Reception and drinks from 7.00 p.m.

6. Report Compton Martin Parochial Church Council Axel Palmer introduced Jane Chamberlain and James Bragg. He was pleased to announce that Jane Chamberlain had been appointed the new Rector for Compton Martin, Ubley and Blagdon.

Jane Chamberlain thanked the Parish Council for inviting her to the meeting. It was very important that the Parish Council and Church work together.

She was pleased to report the success of the Drop in Coffee Morning run by Shirley and Mike Sinden and the Little Angels initiative for babies and toddlers.

She was able to report that the Church will be installing a new sound system as a result of a very generous legacy from the Salmon family.

There will be six weddings in the village this year.

7. Report District Councillor Victor Pritchard
Axel Palmer introduced Victor Pritchard to the meeting and took the opportunity of thanking him for his help and support during the past four years.

Victor Pritchard reported on:

·1 The tough economic climate which faces the District Council
·2 The District Council buying in some services
·3 Potholes
·4 Consolidating the waste collection and assured the meeting that B&NES were committed to continuing a weekly collection.

8. Receive Questions from the Floor
Before taking questions from the floor Axel Palmer explained that the Parish Council had received a report from Ubley Primary School covering a number of points. Should anyone wish to read this report, please see the Clerk.

Questions covered potholes, the pond and the bus shelter in Mendip Villas.
